The actual pre-print is not public yet. The paper page is currently a status page with a placeholder PDF while the manuscript remains private.

The real manuscript is still private and is not published on the website yet.
The public PDF is a legacy placeholder so the paper page can stay in the site structure without exposing the pre-print.
When the pre-print is ready to publish, the placeholder can be replaced with the public manuscript build.
